TITLE OF THE PROJECT | A COMPARATIVE STUDY ON GIFTED AND TALENTED STUDENTS |
AIMS AND OBJECTIVES | While countries try to provide equal opportunities to physically and mentally handicapped children, they sometimes can ignore to provide necessary education for their gifted and talented children who especially grow up in rural and underdeveloped regions. These children are important because they are the ones who will sign the future and successes of the country and European Union in the fields of not only science and Maths but also sports, music, arts, etc. If authorities don’t take necessary precautions, either the countries won’t rescue these children from disappearing or these children will emigrate to other countries where they are provided better education and life conditions for themselves. |
CONTENTS | Therefore, we, as a local authority in education, want to prepare Comenius Regio Partnership and develop and exchange best practices in this field, develop tools for sustainability of this area, create awareness in society and strengthen the European dimension. Our target will be students, every kind of teachers and every kind of administers and managers who work in education, and parents. |

Implementation of innovative tools aimed at the creation of a common framework for the evaluation and competence recognition of people with special needs in line with the International Classification of Functioning
PRELIMINARY ANALYSIS:
Although since at least the last ten years the subject of disability has been one of the European priorities to increase development and employment, nowadays the level of participation of people with special needs into the social and working life is not still high enough. Member States have achieved a lot of results to increase the accessibility to social life and the quality of mandatory education but the employment rate of disable people still remains low everywhere. It’s also very low if we consider the target of people with physical and mental disabilities (the employment rate of disabled people is stable at 50%;is at 27% for people aged between 16 and 24;barely 24% of people aged 16-64 in case of intellectual disabilities) (cfr “Situation of disabled people in the EU: Action Plan 2008).
Regularly the same document point out the crucial contribution that education and continuous training can give for the working inclusion of the specific target groups, especially when integrated models of training on the job are mixed with the traditional educational method. Not even the most advanced States in this field have got a fully satisfying system if we analyse results and effectiveness of actions, even if there are training experiences realized by the cooperation between training organizations and enterprises.
Therefore deepening the transnational knowledge can be useful both to improve effectiveness of actions and to speed up the innovation processes and the diffusion of models into those countries that are less developed in the field.
PROJECT IDEA:
The project idea, assuming that the work is one of the basic mean for the validation and personal recognition of the individual, for the positive building of the personality and the acquisition of a social role into the community, has the specific aim, by the transnational cooperation, to deepen methodologies and tools in use to evaluate and validate competences of people with special needs aimed at the work placement.
The project specific objective is to investigate how in different countries involved into the project tools and methodologies for the work placement of disable people have been integrated in the light of the International classification of Functioning (ICF) elaborated by WHO (World Health Organization). ICF is a new concept of disability, which for the first time takes into consideration also contextual factors. In fact not only does it affect people with physical or mental problem but also healthy persons, where there is the need to evaluate his/her health state. The main interest of ICF is indeed for the evaluation and functioning, in other words to understand how a person “works”, not what a person is able to do today but what he will be able to do introducing changing in his / her life. Besides the importance of this new classification, if at national level some integration efforts to integrate it with the tools in use for the evaluation and certification of competences of disable people can be registered, at international level we are still far away from the realization of common recognised instruments.
In conclusion the aim of the project is to make arise analogies and methodological and instrumental differences among the countries involved into the project (for example about competence balance) aimed at the working placement of people with special needs in line with the new classification.
SHORT ACTION DESCRIPTION
The project will be realized by the following actions:
Preliminary analysis and best practices exchange:
Realization of working groups into countries involved in to the project whose objective are:
- Mapping the existing practices and experiences, methodological models in use, lexical etc. integrated with ICF ;
- List of models in use in different countries
The working group will be realized as follows:
- Staff meetings / comparison among staff of the countries involved
- Meeting with training centres staff and managers
- Guided visits to educational organizations, public authorities, enterprises
Implementation of a prototype: Preparation of common tools prototype (ex competence balance tool) specific for the target group that combine medical diagnosis to training portfolio, to working competences and communication and relationship skills of the target
Test of the model
Experimental test of the competence balance model to a group of 10 participants in each country involved into the project after the agreement with family communities centres for people with special needs etc
Final
Preparation of final documents
Preparation of documents with the description of final prototype and their publication by leaflets and internet. Implementation of a plan for the project sustainability in order to go on with the activities after the end of the project lifetime

Partner description
We are looking for partners who need Education and Outreach experience – Grundtvig programme.
Expertise offered
1) The IPF has conceived an interactive workshop center which is open to Belgian schools since 2009. The workshop covers four themes: climate change, Polar Regions, polar sciences and exploration, sustainable development. The management of energy in the “zero emission” Princess Elisabeth Antarctica station is explained to the students (100% renewable energies, smart grid). This workshop has also hosted sessions for student teachers.
2) The IPF contributes in several teacher conferences each year. The IPF has also organized teacher trainings (75 teachers per year) and was active partner in the Education and Outreach committee of IPY‐Oslo 2010 (http://ipy‐osc.no/). The IPF is currently active in the organization of a teacher workshop in the follow‐up IPY‐Montreal 2012 conference (http://ipy2012montreal.ca) and in the organization of a teacher training in UK (June 2010).
3) The IPF has developed and manages a three languages

Comenius Bilateral Partnership_Estonia
A school from Estonia is looking for a comenius bilateral partner. Our students are 16-18. Working language of the project is English. We are going to appy for 24 mobiities. One of the serious problems today is that young people don`t want to read. 2010 was a Year of Reading in Estonia which demonstrates what important issue it is. The main aims of the project are to encourage students to read fine fiction, motivate them to get information not only from the internet but from paper books as well. Help students open and express themselves through drama and animation. Give students a possibility to compare and contrast teenagers` life in different countries and different time periods. Promote Estonian literature in Europe and get to know partners literature. Reading books about teenagers students will be able to see how the problems of friendship and love, relationships with classmates, teachers, parents and etc., rights and duties, responsibilities... are solved. Discussing all these important things at the round table with foreign students will help them solve their own problems connected with the topics mentioned above. In Estonia students have chosen 3 books: "Kevad" by Oskar Luts (1912), Kadri.Kasuema by Silvia Rannamaa (1960s) and "Kirjaklambritest vöö" by Mare Sabolotny (2007). Student will read books in their mother tongue (in Estonia in Estonian) and write the summaries of these books in English to present them to their partners. Animated films based on the books will be made by the students. Extracts from each books will be acted by the students (story theatre-methodology helping students express themselves and their emotions and feeling through acting). Students will visit theatre performances in both countries. Meetings with writers will be held. Museums (mostly literature museums) will be visited. Round tables about youth problems will be held. Final product: 6 animated films and a video about the project activities.

We are Associação para a Formação Profissional e Desenvolvimento de Montijo (http://www.epmontijo.edu.pt/) situated in the town of Montijo, near Lisbon, in Portugal. Our organization belongs to the Vocational School of Montijo.
Within our vocational training activity, we usually host students and neo-graduates who wish to participate in a training programme (internship) to gain practical experience in their vocational field. This way they can hugely increase their career opportunities in the work market.
Our team is currently made of different professionals who operate in different company's departments providing suitable work placements in several areas.
As intermediate/host organization we are in charge of:
q Finding host organizations (corporations, companies, associations, public entities etc.);
q Finding accommodation;
q Providing linguistic preparation (Portuguese language courses);
q Providing monitoring, tutoring and certification (Europass);
q Providing meals to the trainees, having a straight cooperation with some canteens in town;
q Providing cards for public transports in Montijo, where the trainees will work;
q Providing the transfers airport-Montijo-airport;
q Nominating a contact person who will be available 24/7 in case of emergency.
